Do i need an hid conversion kit or can i just buy different bulbs?

Ok so I have a white 2005 volvo s40 2.4l with yellow headlights and I really like the white or blue headlights look. I am tryin to figure out if I need a conversion kit or can I just buy the bulbs with white light instead of yellow? I have heard 2 different answers from non professionals. I don’t want the lights to be like shocking white or anything that could get me pulled over(cops love to ticket people for those here in Texas). I just hate the yellow. Does anyone have any experience with this or know how to look it up an check. Any knowledge on the subject is helpful…please share in detail.
